I found some lists that order the models by SAR values. However, the FCC clearly states that SAR are just the maximum values and the actual average amount of radiation of a give model will greatly vary. Thus the best thing would be some human opinions.

through verizon, its a smartphone but with buttons, it has wifi 3g and its indistructible, when im in a crunch i use it as an emergency with a long headjack chord,, oh it also has an fm radio wich is nice
Also, modern smart phone support a wide range of frequency bandwidths, and the frequencies your phone uses varies based on your provider (e.g. Verizon, T-Mobile, AT&T, etc.). So it's possible that you may find a particular phone tolerable or intolerable merely based on the provider you are using it with.
I looked up my own iPhone 6, and it supports over 20 different frequency bandwidths.

I suspect it depends on the person, and what that person is sensitive to. There is a general feeling that lower frequencies are better than higher frequencies, but I don't know if that's true or not or how many people that applies to.
But there are pages online that will tell you, based on the phone + carrier combination, which frequencies you'd be using for 3G, 4G, etc.
I have not found an app for my iPhone that tells me what frequency band is in current use, which would be educational.
You are setting yourself up for major damage by continuing to use these products under the falsehood that there are less harmful devices. Celltowers alone can do major damage such as break down barriers such as the blood brain barrier which puts one at risk for all manner of mental illness and over time, promoting neurodegeration, horrible neurological conditions such as alzheimer's.
The entire environment is polluted because people choose to use cellphones. This is disabling and killing enough to compare to an insideous genocide, as those most vulnerable are the ones culled. Plants, animals and insects are also being culled. So when you participate in wireless tech, you own your part of this ecocide and genocide.
Do a search on biological effects of celltower radiation and that is what you are voting for when you own a phone. 46 of 48 non-industry funded papers show harm so if what you come across shows no harm, it is likely corrupted science paid for by the industry.
Lets say that there is something with "less" of what is harmful. If that were possible even, the effects are cumulative and since you are actively using it, you will catch up in time to use of "more harmful" sources.
You need to be honest with yourself there is no way around the damage this toxin does to yourself and others, as it is never just a personal choice when it enters the environment by definition.
